High-spin states have been studied in Pr-135(59), populated through the Cd-116(Na-23,4n) reaction at 115 MeV, using the Gammasphere gamma-ray spectrometer. The negative-parity yrast band has been significantly extended to spin similar to 45 (h) over bar and excitation energy 21.5 MeV, showing evidence for several rotational alignments. The positive-parity yrast band of Ce-135(58), populated through the p4n channel of this reaction, was also populated to spin similar to 38 (h) over bar and excitation energy 18 MeV. Cranking calculations indicate that (...) these nuclei are soft with respect to the triaxiality parameter gamma and that several competing nuclear shapes occur at high spin. (shrink)

Medium- and high-spin states of Pr-134 were populated using the Cd-116(Na-23, 5n) reaction and studied with the GAMMASPHERE spectrometer. Several new bands have been found in this nucleus, one of them being linked to the previously observed chiral-candidate twin-band structure. The ground state of Pr-134 could be determined through establishing a level structure that connects the two previously known long-lived isomeric states. Unambiguous spin-parity assignments for the excited states could be performed based on the known 2(-) spin-parity of the ground (...) state combined with the present experimental data. Intrinsic single-particle configurations have been assigned to the newly observed bands on the basis of the measured B(M1)/B(E2) ratios, alignments, band-crossing frequencies, bandhead spins, the observed single-particle configurations in the neighboring nuclei, and taking into account the predictions of total Routhian surface and tilted-axis cranking calculations. IntroductionPaul Williams is professor of Indian and Tibetan philosophy at the University of Bristol in England. He is the author of four earlier books on Buddhist thought and numerous scholarly papers. In The Unexpected Way (Edinburgh, T&T Clarke, 2002), his fifth book, Williams departs from the normal academic genre and writes a partly autobiographical, partly apologetic account of his conversion from Tibetan Buddhism to Roman Catholicism. The title anticipates the pretty standard response that traffic is typically in the opposite (...) direction. The book is a mixture of philosophical discussion, personal musings, ‘analytical meditations’, and catechetical-style instruction that seeks to convince the reader that his choice was rational, warranted and personally enriching. The Brain Death Reconsidered – Is It a Tenable Concept? Since 1968 it has been recognized in the medical practice that irreversible coma connected with apnea can serve as a criterion of human death. This approach was first introduced in the so called Harvard Protocol. As a result of the work of this commission, the brain-based criteria of human death were quickly legally introduced in America and in most countries in the world. The only symptom on which death can be (...) pronounced is, according to this new definition, the absence of spontaneous brain function. However, the acceptance of the new definition of death did not eliminate the old one completely. In many states both old and new definitions of death are legally valid. Practically, in these countries the alternative definition of death functions alongside the old one and diagnosis of death can be based both on the cardiac/respiratory and brain symptoms. One of the few exceptions proved to be Japan. The law in this country does not provide a uniform answer to the question of what human death is. Instead, it allows people to choose between traditional death and brain death. The law states that if a person wants to be an organ donor after brain death has occurred, he or she must record that intention on a donor card or label beforehand. Those who object to brain death and transplantation do not need donor cards. They are considered to be alive until the heart stops beating. In this way the Japanese law respects the opinion of 20-40% of the society who do not believe in the brain death. The opinion of the same percentage of people in Western societies who oppose BD is ignored by their legal systems. Initially the concept of BD did not cause a lot of controversy but this situation changed in the nineties of the last century. Since then many authors have criticized the validity of the brain-based criteria of death. They maintain that it is impossible to declare the absence of all the functions of the whole brain on the basis of the clinical tests supposed to detect it. There may be present some level of consciousness in brain death (BD) patients and therefore, they may feel pain. It is significant that 27% of the members of the teams which perform the excision of the heart for transplantation think that they are killing a living person and that in many countries during this operation a normal general anesthesia is required because of the vivid reaction of the body of the patient. The opponents of the brain death theory stress that the accurate examination of the so-called brain dead persons shows the persistence of the functions of significant parts of their brains. There are EEG waves recorded in 20-40% of BD patients. Event related potentials (ERP) show the reaction to verbal and non-verbal stimuli and the hormone production by the brain tissue can be detected in many BD people. The proper treatment could not only significantly prolong lives of the BD patients, but around 60% of possible donors with the lowest result of 3 in Glasgow Coma Scale could be restored to normal life if their brain edema is properly treated. This treatment should be based on the therapeutic hypothermia connected with the application of the thyroid hormones, whose level is usually too low in the patients with the brain injury. There is a growing lack of consensus regarding the issue of brain death, especially among physicians. Some regard brain death as a biological one, some as the death of the person but not of the human body, and the rest, as a definition accepted by the society, which doesn’t require other legitimacy than the freely chosen criteria. The brain death concept is also criticized from the philosophical point of view. The strength of the brain death theory was based on the premise that the brain is the integrating center of the body. According to this argument, the death of the brain means that the organism ceases to exist for it is no longer a functioning whole. To this argument the opponents of the brain death concept say that this question is not a question a priori but an empirical one and that the empirical data validate the opposite opinion, which says that the bodies of brain dead patients are alive. Some widely known cases show that even the real death of the entire brain means the death of the body and, therefore, may not signify the death of a human person. The integration of the body is the function of the organism as a whole and not of a single organ, even if this organ is the brain. This point of view can be confirmed by the opinion of St. Thomas Aquinas who says that the soul is primarily and per se connected with the body as a whole as the proportionate perfectible and only secondarily with the parts of the body, according to their ordination to the whole. So, the death of any single organ does not preclude the union of the soul with the rest of the body as a living whole. Moreover, the terms such as “consciousness” and “person” should not be identified. The term such as “human living nonpersons”, proposed by some bioethicists and referring to the people without consciousness has not been accepted in the official documents concerning BD. Bodies of the BD people are alive, therefore, it is not right to use the term “brain death” to describe the state of these patients, but rather the term “brain failure” should be used. As the result, according to some authors, the dead donor rule should be abolished. The Catholic Church stresses the sacredness of the human life from the beginning to the end. Therefore She requires that there be no doubts that the donor in BD is really dead. Because of the lack of consensus among physicians, philosophers and theologians, the popes John Paul II and Benedict XVI decided to continue the scientific research and discussion concerning BD between the representatives of various disciplines. Johnson and Stricker published an opinion piece in the Journal of Medical Ethics presenting their perspective on the 2008 agreement between the Infectious Diseases Society of America (IDSA) and the Connecticut Attorney General with regard to the 2006 IDSA treatment guideline for Lyme disease. Their writings indicate that these authors hold unconventional views of a relatively common tick-transmitted bacterial infection caused by the spirochete Borrelia burgdorferi. Therefore, it should come as no surprise that their opinions would clash with the IDSA's (...) evidence-based guidelines for the diagnosis and treatment of Lyme disease. Their allegations of conflict of interest against the IDSA resemble those made against the National Institutes of Health, the Food and Drug Administration and the Centers for Disease Control and Prevention in 2000, which were found to be baseless. It is the responsibility of all physicians and medical scientists to stand up to antiscientific, baseless and unethical attacks on those who support an evidence-based approach to caring for patients. Researchers designing a clinical trial may be aware of disputed evidence of serious risks from previous studies. These researchers must decide whether and how to describe these risks in their model informed consent document. They have an ethical obligation to provide fully informed consent, but does this obligation include notice of controversial evidence? With ACCORD as an example, we describe a framework and criteria that make clear the conditions requiring inclusion of important controversial risks. The ACCORD model consent document did (...) not include notice of prior trials with excess death. We develop and explain a new standard labeled risk in equipoise. We argue that our approach provides an optimal level of integrity to protect the informational needs of the reasonable volunteers who agree to participate in clinical trials. We suggest language to be used in a model consent document and the informed consent discussion when such controversial evidence exists. (shrink)

"O'Meara masterfully situates Pryzwara in relation to the traditional and contemporary theological, philosophical, ecclesial, cultural, and social contexts within which he wrote." --_William P. Loewe, professor of religious studies, Catholic University of America_ Erich Przywara, S.J. is one of the important Catholic intellectuals of the twentieth century. Yet, in the English-speaking world Przywara remains largely unknown. Few of his sixty books or six hundred articles have been translated. In this engaging new book, Thomas O'Meara offers a comprehensive study of the (...) German Jesuit Erich Przywara and his philosophical theology. Przywara's scholarly contributions were remarkable. He was one of three theologians who introduced the writings of John Henry Cardinal Newman into Germany. From his position at the Jesuit journal in Munich, _Stimmen der Zeit_, he offered an open and broad Catholic perspective on the cultural, philosophical, and theological currents of his time. As one of the first Catholic intellectuals to employ the phenomenologies of Edmund Husserl and Max Scheler, he was also responsible for giving an influential, more theological interpretation of the Spiritual Exercises of Ignatius Loyola. Przywara was also deeply engaged in the ideas and authors of his times. He was the first Catholic dialogue partner of Karl Barth and Paul Tillich. Edmund Husserl was counted among Przywara's friends, and Edith Stein was a close personal and intellectual companion. Through his interactions with important figures of his age and his writings, ranging from speculative systems to liturgical hymns, Przywara was of marked importance in furthering a varied dialogue between German Catholicism and modern culture. Following a foreword by Michael Fahey, S.J., O'Meara presents a chapter on Pryzwara's life and a chronology of his writings. O'Meara then discusses Pryzwara's philosophical theology, his lecture-courses at German universities on Augustine and Aquinas, his philosophy of religion, and his influence on important intellectual contemporaries. O'Meara concludes with an in-depth analysis of Pryzwara's theology, focusing particularly on his Catholic views of person, liturgy, and church. (shrink)

The present work is a series of critical appreciations of various contemporary philosophical studies that have been published in France since 1942. A very high standard is maintained by the author. When dealing with works of Louis Lavelle, René Le Senne, Gabriel Marcel, Jean Paul Sartre, the author gives a brief summary of their thought that can serve as a clear introduction to their respective philosophies. We feel the author was justified in collecting the reviews into one volume. Among (...) the books reviewed, however, there are works by authors who are themselves explaining or criticizing the teaching of other philosophers. The inclusion of these works is not so felicitous as they are merely reviews of reviews. If the author merely presented them as reviews, they would still be of considerable importance; but instead he presents them as articles on philosophy, which they are not. Thus the name of the book reviewed only appears in a footnote, and there is no general index of the books reviewed anywhere in the volume. We feel that these defects detract considerably from the value of the book as a whole. The reviews are excellent, but we have no ready means of finding out what books are reviewed. (shrink)

We investigated binocular rivalry in the twocerebral hemispheres of callosotomized(split-brain) observers. We found that rivalryoccurs for complex stimuli in split-brainobservers, and that it is similar in the twohemispheres. This poses difficulties for twotheories of rivalry: (1) that rivalry occursbecause of switching of activity between thetwo hemispheres, and (2) that rivalry iscontrolled by a structure in the rightfrontoparietal cortex. Instead, similar rivalryfrom the two hemispheres is consistent with atheory that its mechanism is low in the visualsystem, at which each hemisphere conducts (...) asimilar analysis of its half of visual space. Cumulative evidence indicates that IL-6 production by HNSCC cells and/or stromal cells in the tumor microenvironment activates STAT3 and contributes to tumor progression and drug resistance. A library of 94,491 compounds from the Molecular Library Screening Center Network was screened for the ability to inhibit interleukin-6 -induced pSTAT3 activation. For contractual reasons, the primary high-content screening campaign was (...) conducted over several months in 3 distinct phases; 1,068 primary HCS actives remained after cytotoxic or fluorescent outliers were eliminated. One thousand one hundred eighty-seven compounds were cherry-picked for confirmation; actives identified in the primary HCS and compounds selected by a structural similarity search of the remaining MLSCN library using hits identified in phases I and II of the screen. Actives were confirmed in pSTAT3 IC50 assays, and an IFNγ-induced pSTAT1 activation assay was used to prioritize selective inhibitors of STAT3 activation that would not inhibit STAT1 tumor suppressor functions. Two hundred three concentration-dependent inhibitors of IL-6-induced pSTAT3 activation were identified and 89 of these also produced IC50s against IFN-γ-induced pSTAT1 activation. Forty-nine compounds met our hit criteria: they reproducibly inhibited IL-6-induced pSTAT3 activation by ≥70% at 20 μM; their pSTAT3 activation IC50s were ≤25 μM; they were ≥2-fold selective for pSTAT3 inhibition over pSTAT1 inhibition; a cross target query of PubChem indicated that they were not biologically promiscuous; and they were ≥90% pure. Twenty-six chemically tractable hits that passed filters for nuisance compounds and had acceptable drug-like and ADME-Tox properties by computational evaluation were purchased for characterization. The hit structures were distributed among 5 clusters and 8 singletons. Twenty-four compounds inhibited IL-6-induced pSTAT3 activation with IC50s ≤20 μM and 13 were ≥3-fold selective versus inhibition of pSTAT1 activation. Eighteen hits inhibited the growth of HNSCC cell lines with average IC50s ≤ 20 μM. Four chemical series were progressed into lead optimization: the guanidinoquinazolines, the triazolothiadiazines, the amino alcohols, and an oxazole-piperazine singleton. (shrink)

Following important work by Pizarro, Uhlmann and Salovey (2003) on moral judgments of uncontrolled/impulsive versus controlled/ deliberate action, we focus on the related issue of the moral evaluation of emotion-motivated versus principle-driven behavior. We examine: (a) the potential lesser blameworthiness of antisocial acts perceived as driven by emotion as opposed to principle; (b) how factors governing the moral evaluation of antisocial acts might extend to the evaluation of prosocial acts; and (c) how overriding a moral emotion in favor of a (...) moral principle affects moral attributions. High-spin states in the odd-odd N = Z nucleus Co-54 have been investigated by the fusion-evaporation reaction Si-28(S-32,1 alpha 1p1n)Co-54. Gamma-ray information gathered with the Ge detector array Gammasphere was correlated with evaporated particles detected in the charged particle detector system Microball and a 1 pi neutron detector array. A significantly extended excitation scheme of Co-54 is presented, which includes a candidate for the isospin T = 1, 6(+) state of the 1f(7/2)(-2) multiplet. The results are compared to large-scale shell-model (...) calculations in the fp shell. Effective interactions with and without isospin-breaking terms have been used to probe isospin symmetry and isospin mixing. A quest for deformed high-spin rotational cascades proved negative. This feature is discussed by means of cranking calculations. (shrink)

Two rotational bands have been identified and characterized in the proton-magic N = Z + 1 nucleus Ni-57. These bands complete the systematics of well-and superdeformed rotational bands in the light nickel isotopes starting from doubly magic Ni-56 to Ni-60. High-spin states in Ni-57 have been produced in the fusion-evaporation reaction Si-28(S-32, 2p1n)Ni-57 and studied with the gamma-ray detection array GAMMASPHERE operated in conjunction with detectors for evaporated light charged particles and neutrons. The features of the rotational bands in Ni-57 (...) are compared to those of neighbouring isotopes and interpreted by means of configuration-dependent cranked Nilsson-Strutinsky calculations. The two observed high-spin bands are considered signature partners and assigned to configurations with one 1g(9/2) proton and one 1g(9/2) neutron, resulting in an unambiguous understanding of the energetically favoured signature alpha = -1/2 band but a somewhat less satisfactory description of the signature alpha = +1/2 band. Of course, interreligious solidarity requires interreligious dialogue, but Fredericks seeks to [End Page 223] deepen the Christian theological underpinnings of interreligious dialogue by delineating a model of theology of religions that moves beyond the usual exclusivist, inclusivist, and pluralist models. He calls this model "comparative theology of religions."Given the fact of religious pluralism that necessitates living out one's own particular faith tradition surrounded by faithful persons who religiously dwell in other faith traditions, and given the emerging realities of globalization, no religious tradition can remain in isolation from any other religious tradition nor from the growing secularization that challenges persons of faith wherever persons of faith are found on this planet. The issue is not the emergence of a new global religion that will supercede Buddhism, Christianity, Islam, Judaism, or Hinduism. Fredericks argues that the contrary is the case: as globalization and secularization erodes national, civic, and religious identity everywhere, interreligious solidarity that does not wash over the diversity of religious traditions becomes more important as a source of personal and communal identity, meaning, and purpose.Since the meaning of "solidarity" depends on how one understands the practice of interreligious dialogue and the theological models through which interreligious dialogue is practiced, Fredericks expends much effort describing and critiquing the exclusivist, inclusivist, and pluralist models of theology of religions. Strictly speaking, as Fredericks notes, "theology of religions" is not an issue for other religious traditions. Appropriating the words of Martin Luther, "this is most certainly true." Given the universal claims of Christian theology about the significance of the Incarnation and the notion that Christ is the only way to salvation, non-Christian traditions do not face the same exclusivist or inclusivist issues in their dialogues with other religious persons. This traditional Christian claim makes theology of religions a distinctively Christian problem.Fredericks's main criticism of exclusivist and inclusivist theologies are that both models are "replacement theologies" because (1) they either argue for the "replacement" of all non-Christian traditions with a form of Christian tradition, either Catholic or some form of Protestant tradition, or (2) they replace non-Christian traditions by assuming that what is good and true in these traditions is found most completely in Christian tradition. Much Protestant theology is exclusivist, and the current theological stance of Roman Catholicism is inclusivist. Both approaches are thoroughly nondialogical and thereby incapable of promoting Christian solidarity with non-Christians, and Fredericks's arguments in this regard are exceptionally cogent.But the trouble with pluralist theologies of religion, Fredericks argues, is that they "require Christians to recognize that Jesus is not the full revelation of God to the World. God is always more. Christians need to pay attention to other religious traditions in order to learn more of God" (p. 9). The idea of the incompleteness of God's revelation in Jesus doesn't make this revelation less true. But theological pluralism does make it difficult for Christians to be faithful to the depth and fullness of Christian faith and experience. In so doing, it fosters a debilitating theological relativism that often falsifies both Christian traditions and the non-Christian traditions with which one is engaged in dialogue. Albany: State University of New York, 2001. 182 pp.The central thesis of The Other Side of Nothingness is that apophatic mystical experience offers Christians a theology of humility sensitive to religious pluralism, which in turn is a means of overcoming the (...) "pains of spiritual oppression" caused by religious intolerance and doctrinal imperialism. The book's argument is that "mystical consciousness" overturns the dogmatic truth claims of "conventional theology" by preparing the self for the experience of radical openness to "divinity," however "divinity" is theologically named in the "conventional theology" of humanity's religious traditions. The book's author, Beverly J.Lanzetta, draws on a variety of Christian mystical texts to support her claims: Meister Eckhart, Gregory of Nyssa, Pseudo-Dionysius, Teresa of Avila, Bonaventure, and the anonymous author of the Cloud of Unknowing. She also makes comparative references to Hindu, Buddhist, and Sufi traditions, along with contemporary writers such as Abraham Joshua Heschel, Mahatma Gandhi, Thomas Merton, Howard Thurman, and Dorothy Day to illustrate her claim that apophatic mystical experience—the experience of the utter [End Page 306] annihilation of the self—draws the mystic to a place beyond a tradition's historical and normative self-understanding to new dimensions of the Sacred and, sometimes, to new "revelatory paradigms." The revelatory paradigm Lanzetta believes she has discovered in the evidence she cites is that "the divine nature itself is pluralistic, non-absolute, and is continually the source of new religious traditions," by which she means something similar to what John Cobb calls "creative transformation." For her, this is the antidote to religious imperialism and the exclusivism of conventional theology, meaning "non-mystical theology," which she argues is the source of religions fanaticism in all religions traditions, particularly in Christianity.There is much to admire about Lanzetta's take on mysticism and its importance for undercutting theological absolutism of the sort one encounters in the Christian Right or in certain radical movements within contemporary Islam. Her analyses of the mystical texts she cites to support her arguments are carefully crafted and accurately express the theologies of the Christian mystics who are the foci of her own theological reflection. Her writing style is elegant and clearly expresses the passion with which she embraces her views. I especially liked her focus on kenotic Christology in her description of the "Apophatic Christ" who "bears the generosity of speech and teaches an ethic of radical openness," which Lanzetta claims is also an openness to truths found outside Christian tradition. "All are called not to his name, his ministry, or even to his person, but are called to sustain the tension between the saying and the unsaying, and between the living and the dying, in which God's nonviolent heart yearns for unconcealment" (p. 90). Indeed, this is the heart of Christian mystical experience of Christ, particularly attested to in the writings of Maguerite Porete and Hildegard von Bingen. Yet kenotic Christologies are also found in nonmystical theology, which Lanzetta tends to lump together pejoratively under her category "conventional theology." Consequently, as much as I admire this book and agree with its essential conclusions—but for different reasons—my trouble with this work originates in Lanzetta's assertion of a hard dualism between mystical theology and "ordinary theology," a dualism that undermines her arguments and conclusions. My concern is threefold.First, mystical experience is primarily a matter of consciousness in the sense that something previously unknown and unexperienced is suddenly "there." This unanticipated presence is as real to the mystic's perspective as everyday experiences are, which is why mystics so often speak of being empowered to "see" or "touch" or "taste" what has been up to now imperceptible. If the experience is apophatic in structure—a usually brief moment of awareness in which all subject-object duality is overcome so that the mystic isn't aware of a self separated from what the self experiences or even that there is an "experience happening"—the mystic is neither thinking, feeling, or interpreting. In a vivid re-creation of late sixteenth-century Flemish intellectual life, Mark Morford explores the intertwined careers of one of the period's most influential thinkers and one of its most original artists: Justus Lipsius and Peter Paul Rubens. He investigates the scholarship of Lipsius (1547-1606), whose revival of Roman Stoicism guided his contemporaries during the revolt of the Netherlands from the rule of Spain and whose teaching prepared future leaders in church and state. Maintaining that Lipsius' thought reached Peter (...) class='Hi'>Paul Rubens through his brother, Philip Rubens, Morford analyzes the artist's use of Stoic philosophical and political allegory, beginning with his painting The Four Philosophers. This book discusses the revival of Stoicism in northern Europe, focusing on Lipsius' editions of Tacitus and Seneca, his widely read handbooks on constancy and politics, and his interaction with leading scholars and public figures. As his letters reveal, Lipsius was inconsistent in his life and unsuccessful in reconciling Stoicism with Catholic doctrine; Rubens, although at first sympathetic to the doctrines of Lipsius, is shown to have later transcended their limitations. Peter Abelard (1079–1142 ce) was the most wide‐ranging philosopher of the twelfth century. He quickly established himself as a leading teacher of logic in and near Paris shortly after 1100. After his affair with Heloise, and his subsequent castration, Abelard became a monk, but he returned to teaching in the Paris schools until 1140, when his work was condemned by a Church Council at Sens. His logical writings were based around discussion of the “Old Logic”: Porphyry's Isagoge, aristotle'S Categories and (...) On Interpretation and boethius'S textbook on topical inference. They comprise a freestanding Dialectica (“Logic”; probably c.1116), a set of commentaries (known as the Logica [Ingredientibus], c. 1119) and a later (c. 1125) commentary on the Isagoge (Logica Nostrorum Petititoni Sociorum or Glossulae). In a work Abelard called his Theologia, issued in three main versions (between 1120 and c.1134), he attempted a logical analysis of trinitarian relations and explored the philosophical problems surrounding God's claims to omnipotence and omniscience. The Collationes (“Debates,” also known as “Dialogue between a Christian, a Philosopher and a Jew”; probably c.1130) present a rational investigation into the nature of the highest good, in which the Christian and the Philosopher (who seems to be modeled on a philosopher of pagan antiquity) are remarkably in agreement. Jean-Paul Sartre: Mind and Body, Word and Deed celebrates Sartre's polyvalence with an examination of Sartrean philosophy, literature, and politics. In four distinct yet related sections, twelve scholars from three continents examine Sartre's thought, writing and action over his long career. "Sartre and the Body" reappraises Sartre's work in dialogue with other philosophers past and present, including Maine de Biran, Maurice Merleau-Ponty and Didier Anzieu. "Sartre and Time" offers a first-hand account by Michel Contat of Sartre and Beauvoir working (...) together, and a "philosophy in practice" analysis by François Noudelmann. "Ideology and Politics" uses Sartrean notions of commitment and engagement to address modern and contemporary politics, including insights into Castro, De Gaulle, Sarkozy and Obama. Finally, an important but neglected episode of Sartre's life the visit that he and Beauvoir made to Japan in 1966 is narrated with verve and humour by Professor Suzuki Michihiko, who first met Sartre during that visit and remained in touch subsequently. Taken together, these twelve chapters make a strong case for the continued relevance of Sartre today. (shrink)

Following the financial crisis of 2008, the Treasury Committee of the UK House of Commons undertook an inquiry into the lessons that might be learned from the banking crisis. Paul Moore, head of group regulatory risk at Halifax Bank of Scotland during 2002–2005, provided evidence of his experience of questioning HBOS policies which resulted in his dismissal from HBOS. The problems that surfaced at HBOS during the financial crisis were so serious that it was forced to merge with Lloyds (...) TSB, another UK bank, to form the Lloyds Banking Group in which the government took a significant stake. Moore’s evidence to the Treasury Committee revealed that long before the financial crisis, he had raised major concerns with the management of HBOS and with the Financial Services Authority, the UK financial services regulator. Moore’s evidence led to the submission of further disclosures, replies and rejoinders as evidence to the Treasury Committee. Moore’s case is therefore of considerable interest to researchers of whistleblowing because it is a rare instance of high-level whistleblowing, the details of which subsequently entered the public domain. The information revealed in evidence to the Treasury Committee sheds light on the process of whistleblowing in the context of the governance and regulation of a major UK bank that subsequently had to be rescued by government intervention during the financial crisis. The paper makes a contribution to the wider literature on whistleblowing, and to a greater understanding of aspects of the financial crisis. (shrink)

BackgroundThe ARRIVE (Animal Research: Reporting of In Vivo Experiments) guidelines are widely endorsed but compliance is limited. We sought to determine whether journal-requested completion of an ARRIVE checklist improves full compliance with the guidelines.MethodsIn a randomised controlled trial, manuscripts reporting in vivo animal research submitted to PLOS ONE (March–June 2015) were randomly allocated to either requested completion of an ARRIVE checklist or current standard practice. Authors, academic editors, and peer reviewers were blinded to group allocation. Trained reviewers performed outcome adjudication (...) in duplicate by assessing manuscripts against an operationalised version of the ARRIVE guidelines that consists 108 items. Our primary outcome was the between-group differences in the proportion of manuscripts meeting all ARRIVE guideline checklist subitems.ResultsWe randomised 1689 manuscripts (control: n = 844, intervention: n = 845), of which 1269 were sent for peer review and 762 (control: n = 340; intervention: n = 332) accepted for publication. No manuscript in either group achieved full compliance with the ARRIVE checklist. Details of animal husbandry (ARRIVE subitem 9b) was the only subitem to show improvements in reporting, with the proportion of compliant manuscripts rising from 52.1 to 74.1% (X2 = 34.0, df = 1, p = 2.1 × 10−7) in the control and intervention groups, respectively.ConclusionsThese results suggest that altering the editorial process to include requests for a completed ARRIVE checklist is not enough to improve compliance with the ARRIVE guidelines. Other approaches, such as more stringent editorial policies or a targeted approach on key quality items, may promote improvements in reporting. (shrink)
